		<description>I've come across the same thing in my testing. I've got two VM instances running Windows 2008 Enterprise. Everything was fine until I promoted the second server to a DC and then went to run Windows updates after clustering the two. 

I'm experiencing the exact same conditions you are, except in my case Windows downloaded the updates and would only allow me to install tem by doing the "install updates and shutdown" method.

Good luck, I hope someone finds a fix that isn't so asinine.</description>
